Apparently it is against City Building Code to have missiles of any sort in your building, even if they're used in defense of the City. Also, violating that code caries a very, very heavy fine.

So, if you thought about equipping your apartment or storefront with any, you might be aware of the fine.

I think I need to go to the deity office and read up on any other Building Codes I might inadvertently be violating.

That seems to be exactly what it means. Other people get parking tickets, I get fined for having missiles in my buildings.
